- Paid by card
- E-policy by email
Remotely, and before the border — Ukraine does not sell border insurance at the crossing. You leave a request, a manager takes the price from the insurer for your car and your term, you pay — and the electronic policy arrives by email.
Step by step
- Check whether you need a policy at all. If the car already has a valid Green Card that covers Ukraine, the law does not require a Ukrainian contract (Article 7(1) of Law No. 3720-IX) — there is nothing to buy. Find the field of country codes on your Green Card and check that UA is there and has not been crossed out. A crossed-out code means the card does not cover Ukraine. Cars registered in the United States, Canada, Georgia cannot have one: those countries are not in the Green Card system.
- Leave a request with the car and trip details. VIN, engine size, date and time of crossing, crossing point, the term you need. Without these the insurer will not name a price.
- Send the scans when the manager replies. The registration document and your passport — photos are fine, by email or in the messenger you chose. The form does not take attachments, so the documents follow the reply.
- Get the price, pay — and the policy arrives by email. The contract is electronic; there is nothing to collect. Before you rely on it, you can confirm it in the state register: how to check a policy.
Can I buy it online — and why a person names the price
The whole process is remote: an OSCPV contract is concluded in electronic form only (Article 11(1) of Law No. 3720-IX), and there is no paper policy. But this car is not in our calculator — that is our limitation, not a property of the product.
Our calculator prices Ukrainian-registered cars only: it starts from the plate number and pulls data from Ukrainian registers, which hold nothing about a car registered abroad. For foreign registration the manager takes the price from the insurer — for the specific car, the specific engine size and the specific term.
That is also why there is no price figure anywhere on this page. We have never measured a quote for a foreign-registered car, and printing an «approximate» figure would mean naming a sum we have not checked to somebody who will rely on it at the border.
If your car is registered in Ukraine and you are a non-resident, it is different: you can buy online yourself — car insurance for foreigners.
What you need
Scans of two documents and four answers — they fit in one email, and with them the first reply is a price rather than questions:
- the VIN and the exact engine displacement — the tariff class comes from it
- the date and time you plan to cross the border — the contract starts there
- the crossing point
- a scan of the vehicle registration document and of your passport
- whether you already hold a valid Green Card covering Ukraine
Which documents
The car's registration document and the passport of the person taking out the policy — a scan or a clear photo. Nothing else: no Ukrainian tax number is needed, and the contract itself is electronic.
What the registration document is called in each country:
- Poland — dowód rejestracyjny or pozwolenie czasowe
- Germany — Zulassungsbescheinigung Teil I and Teil II
- Lithuania — registracijos liudijimas
- Czechia — osvědčení o registraci vozidla
- Slovakia — osvedčenie o evidencii časť I and časť II
- Bulgaria — свидетелство за регистрация на пътно превозно средство
- Latvia — transportlīdzekļa reģistrācijas apliecība
- Estonia — registration certificate (registreerimistunnistus)
- The Netherlands — kentekenbewijs
- Spain — Permiso de Circulación and Ficha Técnica
- France — certificat d’immatriculation (carte grise)
- The United States — the state's certificate of title and registration card
- The United Kingdom — vehicle log book (V5C)
- Canada — the province's vehicle permit
- Türkiye — tescil belgesi
No official source confirmed the name for: Romania, Hungary, Moldova, Italy, Georgia. Send a scan of whichever registration document you have. The country pages linked here are in Ukrainian.
Why we ask about the crossing point
Because the policy has to exist before you reach it, and the date and time of the crossing are the start of the contract. Your crossing, by neighbouring country: border crossings into Ukraine.
How long it takes
A manager replies with the price within 15 minutes, 07:00–22:00 Kyiv time; at night, in the morning.
We do not promise hours for the whole process, deliberately. After payment the contract has to be recorded in the central database, we have not measured how long that takes at each insurer, and any number here would be a promise kept by somebody else.
One deadline is fixed, and it is not ours: the contract must be concluded before entry into Ukraine (Article 7(1) of Law No. 3720-IX), and it is checked at the border (Article 9(3) of Law No. 3720-IX). The practical conclusion is one — write the evening before, not from the queue in front of the barrier.
Can it be done without being there in person
Yes — and there is no other way. The contract is concluded in electronic form only (Article 11(1) of Law No. 3720-IX), and it has to be concluded before entry (Article 7(1) of Law No. 3720-IX): at a moment when, by definition, you are still abroad. No office visit, no inspection of the car, no form to collect.
You choose the term to match the trip: for a car registered abroad the law allows short terms — 15 days, 21 days, 1 month, 2 months, 3 months, 4 months, 5 months — as well as six months or a year (Article 11(7) of Law No. 3720-IX).

Questions and answers
How do I buy Ukrainian car insurance for a car on foreign plates?
Leave a request with the VIN, the engine size, the date and time you cross and the crossing point; wait for the manager's price; pay; and receive the electronic policy by email. It is all remote: an OSCPV contract is concluded in electronic form only (Article 11(1) of Law No. 3720-IX), and it has to be concluded before you cross the border (Article 7(1) of Law No. 3720-IX).
Can I buy it online?
Yes — on TEHET, remotely: the request, the price, the payment by card and the electronic policy by email. The contract is electronic only, so the whole process is remote. But our calculator does not price a foreign-registered car: it works from a Ukrainian plate number and Ukrainian registers. For foreign registration the manager takes the price from the insurer for the particular car and term, so there is a request instead of a calculator.
Is this border insurance (frontier insurance) for Ukraine?
Yes, in effect: it is the short-term Ukrainian policy a car without a Green Card valid in Ukraine must have — what neighbouring countries call border or frontier insurance. The difference is where you buy it. Ukraine does not sell it at the crossing: the contract must be concluded before entry (Article 7(1) of Law No. 3720-IX) and the border guard only checks it (Article 9(3) of Law No. 3720-IX). So buy it online, in advance.
Is this the same as third-party motor insurance for Ukraine?
Yes. In Ukraine the product is called OSCPV (ОСЦПВ) — compulsory civil liability insurance of vehicle owners, «автоцивілка» in everyday speech. For a car registered abroad the law allows short terms: 15 days, 21 days, 1 month, 2 months, 3 months, 4 months, 5 months (Article 11(7) of Law No. 3720-IX).
Which documents do I need?
A scan or photo of the car's registration document and of the passport of the person taking out the policy. Separately, the VIN and the exact engine displacement — the tariff class comes from it — and the date, time and point of the border crossing.
What else is needed besides the documents?
The VIN and the exact engine displacement — the tariff class comes from it; the date and time you plan to cross the border — the contract starts there; the crossing point; a scan of the vehicle registration document and of your passport; whether you already hold a valid Green Card covering Ukraine. That is exactly the list without which the insurer will not name a price.
How long does it take?
A manager replies with the price within 15 minutes, 07:00–22:00 Kyiv time; at night, in the morning. We do not promise hours for the whole process: after payment the contract has to be recorded in the central database, and we have not measured how long that takes at each insurer. The one fixed deadline is not ours — the contract must be concluded before entry into Ukraine (Article 7(1) of Law No. 3720-IX). So write the evening before, not from the queue at the border.
Do I have to be there in person?
No, and it cannot work any other way: the contract is electronic only (Article 11(1) of Law No. 3720-IX) and must be concluded before entry (Article 7(1) of Law No. 3720-IX) — that is, while you are still abroad. No office visit, no inspection of the car and no paper to collect.
How much does a policy for a foreign-registered car cost?
The manager names the price for your car and term. We do not state it in advance: the calculator prices Ukrainian-registered cars only, and we have never measured prices for foreign registration, so there are no figures here.
