A car on foreign plates needs, for the whole stay, a Green Card valid in Ukraine or a Ukrainian OSCPV policy — Ukraine's border insurance, which is not sold at the crossing. What the border checks for a car on foreign plates
- Your entry documents. The State Border Guard Service lets people through on valid documents for entry into Ukraine; vehicles and goods under the law and international agreements.
- Insurance for the whole stay. Either a Green Card from a foreign insurer that is valid in Ukraine, or a Ukrainian policy (Article 9(3) of Law No. 3720-IX). The contract has to be concluded before entry (Article 7(1) of Law No. 3720-IX), not after it.
- A crossing that takes your vehicle. The register gives each crossing the traffic it lets through, and it is not a formality: several do not take goods vehicles over 3.5 t, and some do not take buses at all.
- Customs, separately. The conditions for temporarily bringing in a foreign-registered car are published by the State Customs Service (in Ukrainian). We do not restate them: insurance and customs are different procedures.
Find the field of country codes on your Green Card and check that UA is there and has not been crossed out. A crossed-out code means the card does not cover Ukraine. If UA is crossed out, or there is no card at all, either ask your own insurer for a new card that covers Ukraine, or take out a Ukrainian contract before you reach the border. Car registered in Poland: Poland has been in the Green Card system since 1958, under the code PL; its national bureau is Polskie Biuro Ubezpieczycieli Komunikacyjnych (PBUK). That means an insurer there can issue a card — not that yours covers Ukraine. The registration document the manager will ask a scan of is called dowód rejestracyjny or pozwolenie czasowe there. Today's state of a crossing: why it is not on this page
The register is a list of registered crossings, not today's timetable: a crossing can be closed, or temporarily closed, by a decision of the Cabinet of Ministers, and the load changes by the hour. So there is no queue time and no "open" mark on this page — both would be out of date before you arrived.

What to send the manager straight away
With this list the first reply is a price rather than a set of questions:
- the VIN and the exact engine displacement — the tariff class comes from it
- the date and time you plan to cross the border — the contract starts there
- the crossing point
- a scan of the vehicle registration document and of your passport
- whether you already hold a valid Green Card covering Ukraine

Questions and answers
Can I buy Ukrainian car insurance at the border crossing?
Do not plan on it. Under Article 7(1) of Law No. 3720-IX the contract is concluded before entry into Ukraine, and at the crossing the border guard checks that it already exists — unlike the border (frontier) insurance some neighbouring countries arrange at entry. Arrange it remotely before you set off: leave a request with the VIN, the date and time you cross and the crossing point, and a manager issues the policy for the term you need.
What insurance does a foreign-registered car need to enter Ukraine?
For the whole stay, either a Green Card issued by a foreign insurer that is valid in Ukraine, or a Ukrainian compulsory motor liability (OSCPV) policy (Article 9(3) of Law No. 3720-IX). Without one, border guards do not let the car in. Customs formalities are a separate procedure, described by the State Customs Service.
Is my Green Card from Poland (or Romania, or Moldova) valid in Ukraine?
That depends on your card, not on the country. Find the field of country codes on your Green Card and check that UA is there and has not been crossed out. A crossed-out code means the card does not cover Ukraine. If UA is crossed out, or there is no card at all, either ask your own insurer for a new card that covers Ukraine, or take out a Ukrainian contract before you reach the border.
Do all crossings take lorries and buses?
No. The border guard register gives each crossing the traffic it lets through: some take passenger and goods traffic, some passenger traffic only, some have a weight limit of 3.5 t or 7.5 t, and some do not take buses. The tables below give it for each crossing.
How long is the queue at the border right now?
Not on this page, and deliberately: queues change by the hour and a crossing can be closed by a government decision, so any figure here would be wrong before you read it. The State Border Guard Service map shows the current state of each crossing.
How short can the Ukrainian policy be?
For a car registered abroad and temporarily in Ukraine: 15 days, 21 days, 1 month, 2 months, 3 months, 4 months, 5 months, or six months or a year (Article 11(7) of Law No. 3720-IX). You choose the term to match your stay.
