Car insurance in Ukraine: OSCPV and Green Card
TEHET is a Ukrainian insurance intermediary. We sell two things: OSCPV (ОСЦПВ), the compulsory third-party motor liability cover every vehicle on Ukrainian roads must have, and the Green Card, the international certificate needed to drive a Ukrainian-registered car out of the country. The pages below are in English; the two calculators are in Ukrainian, and these pages say what to type in them.
Not a Ukrainian resident, or a car on foreign plates? That case is different and has its own page. Українською — на головну.
What it costs, with the date we measured it
Every price on this site carries the day it was measured, because a price without a date is not a fact. Nothing here is an estimate: the figures come from real quotes taken through the same calculator customers use, and recorded rather than averaged.
- Motor liability (OSCPV): from ₴1,993 a year. Measured across 41 cities. The price depends on the city of registration, the engine size, the driver's age and the insurer — the full measurement and what moves it.
- Green Card: from ₴704 for the shortest term. Measured . The price depends on the zone and the term only, and cover starts the next calendar day — prices by term and zone.
- One term online: one year. Our checkout sells OSCPV for one term and for passenger cars. Shorter terms exist in law for an unregistered vehicle or one registered abroad (Article 11(7) of Law No. 3720-IX); those go through a manager.

Who you are buying from
A fair question to ask before typing a card number on a foreign-language site, so here it is before anything is asked of you. Three separate roles, which are often blurred and should not be:
- The insurer is the company whose offer you pick. It issues the policy, holds the risk, pays claims, and its terms are the ones that govern.
- The intermediary of record is ТОВ «Р1 Технолоджіз», the licensed insurance agent through whom the contracts are arranged.
- TEHET (ФОП Євсєєв Олексій Валерійович) is the service: it compares the offers and handles the transaction. It is not an insurer and never carries the risk.
You do not have to take our word for any of it. The Ukrainian pre-contract disclosure lists the whole chain, the remuneration and the complaints procedure, and names the state registers where each party can be looked up independently: insurance information and who we are — both in Ukrainian.
You can also verify the product rather than the seller. Any Ukrainian policy can be checked free in the state register, by anyone, with no account: how to check a policy in the MTSBU register.
Questions and answers
Is TEHET an insurance company?
No. TEHET is a Ukrainian insurance intermediary: we show several insurers' offers side by side and arrange the one you pick. Your contract is with the insurer you chose, and that insurer's terms govern it, pays the claims and is the party you complain to.
Can I use the site if I do not read Ukrainian?
Partly. These English pages explain the products, the prices and the law. The two calculators and the legal documents are in Ukrainian only, so the English pages tell you which Ukrainian words to look for at each step, and a manager handles anything the form cannot.
What does compulsory car insurance cost in Ukraine?
From ₴1,993 a year for a passenger car, measured on 12 October 2026 across 41 cities through the same calculator customers use. The figure moves with the city of registration, the engine size, the driver's age and the insurer.
Which insurance do I need — OSCPV or a Green Card?
OSCPV (ОСЦПВ) is the compulsory Ukrainian third-party liability cover; every vehicle used on Ukrainian roads must have it under Law of Ukraine No. 3720-IX. A Green Card is the international certificate you need to drive out of Ukraine. They are two products: neither replaces the other, and a car that both drives in Ukraine and crosses borders needs both.
Can a foreigner buy a Ukrainian policy online?
Yes, for a car registered in Ukraine — tick «Я іноземець (нерезидент України)» (“I am a foreigner”) at checkout and use a foreign document; no Ukrainian tax number is needed. A car registered abroad is a different case: it needs a Green Card valid in Ukraine or a Ukrainian policy covering the whole stay (Article 7(1) of Law No. 3720-IX), and our calculator cannot price it, so a manager does.
Prices on these pages are measurements with dates, not offers: insurers change tariffs without announcing it. The contract is concluded with the insurer you choose and that insurer's terms govern it. Page reviewed 20 September 2026.
