Check a Ukrainian car insurance policy

Every Ukrainian motor liability policy and every Green Card issued by a Ukrainian insurer can be checked free, by anyone, in the register run by МТСБУ (MTSBU) — the Motor (Transport) Insurance Bureau of Ukraine. You need one of three things: the registration number, the policy number, or the VIN.

Open the МТСБУ register or ask us for a policy for a car on foreign plates

The register is in Ukrainian and there is no English version, so every field and every answer below is given with the exact Ukrainian words you will see on the screen.

What the check is required to show

Three things, and they are an obligation rather than a courtesy — Article 8(2) of Law No. 3720-IX requires the register to open them to anyone, for the date requested:

  • whether the database holds a contract covering this vehicle on the date you chose
  • which insurer concluded it
  • whether the contract carries Article 13 features and/or restrictions on how the car may be used

Note what is not on that list: the expiry date, the premium, and anything about the driver. The register answers about one date at a time, and it does not answer about a future one.

Step by step

Motor liability (OSCPV / ОСЦПВ)

  1. Open policy.mtsbu.ua.
  2. Pick the date you are asking about. Today, for «is this car insured right now»; the date of an accident, if that is the question.
  3. Enter one key: the registration number with no spaces or hyphens (Cyrillic or Latin letters both work), or the policy number — 2 letters and 7 digits for a paper form, 9 digits for an electronic one — or the VIN, 4 to 20 characters.
  4. Read the status. The four possible answers are below.

Green Card

  1. Open the same register and choose the Green Card search.
  2. Enter the certificate number: 8 digits, without the series.
  3. If the card was issued by an insurer in another country, it will not be found here — that is expected, not a fault. The Ukrainian database is filled by the insurer that concluded the contract (Article 11(3) of Law No. 3720-IX), so check a foreign card with the insurer named on it.

Field formats and the status names were read from policy.mtsbu.ua and the МТСБУ check page on 17 September 2026.

What each answer means

The four statuses the register returns, as МТСБУ names them — read 17 September 2026
On screen (Ukrainian)What it meansWhat to do
«діючий»valid — a contract for this policy is in force on the date you choseNothing to do. The expiry date is on the policy itself; the open check does not show it.
«укладений, але не діє»concluded but not in force — the contract is in the database, but not in force on the date you choseCheck the start date and the term on the policy and search again for the right date. If the start date has already passed, call the insurer named on the policy.
«недійсний»invalid — there is no contract in force for this policyThe open check does not say what happened to the contract; it opens three things only. The insurer that issued the policy is the one that can tell you why.
«не знайдено»not found — there is no matching record in the МТСБУ databaseCheck the format of what you typed and the date you chose first, then read the reasons below.

МТСБУ names these statuses and does not define them, so the middle column says no more than the name does.

If the policy is not in the register

«Не знайдено» is the answer that frightens people, and most of the time it is one of 6 ordinary things. Each row below names the source it comes from, because a reason with nobody behind it is a guess in a table.

Why a search returns nothing, and what to do about each — sources in the third column

The search key is in the wrong formatA registration number goes in with no spaces and no hyphens, in Cyrillic or Latin letters. A paper policy number is 2 letters and 7 digits; an electronic policy is 9 digits; a VIN is 4 to 20 characters. The date you chose is not the date you meantThe register answers about validity on the date you chose and does not answer about a future one. A policy that expired last week will not be found for today, and that is not a database error.ст. 8 ч. 2 Закону № 3720-IX
The policy was just bought and the record is not there yetThe insurer enters the record before or during conclusion, once the premium is paid in full, and the contract is in force no earlier than that record. The registration number changed after the policy was boughtThe register searches on exactly the key you gave it. Try the VIN or the policy number — for OSCPV those are two other ways to find the same contract.три способи пошуку у формі policy.mtsbu.ua, 17.09.2026
The policy was issued by an insurer in another countryThe central database is filled by the insurer that concluded the contract, so it holds contracts of Ukrainian insurers. A Green Card bought abroad is checked with the insurer named on the document.ст. 11 ч. 3 Закону № 3720-IX
The document is a forgeryМТСБУ has warned about fake PDF «Green Card» certificates emailed after purchase on heavily discounted sites: a forgery is not in the database. If there is no record and the insurer does not confirm the contract, you do not in fact have a policy.МТСБУ, попередження про фальшиві електронні «Зелені картки»

The one thing this page will not tell you is how long a fresh record takes to appear. МТСБУ does not publish an interval, so any number would be ours rather than theirs — and a reader who is given one, checks, finds nothing and concludes they have been defrauded has been harmed by our confidence.

Why we send you somewhere else to check

Because an intermediary confirming its own policy proves nothing. The reason the МТСБУ answer is worth having is that it does not come from whoever sold you the cover, and a checker embedded on this page would quietly replace that with our word. So the link goes to the register, and the register is the state's, not ours.

The Ukrainian version of this page is longer and covers the same ground in more detail: як перевірити поліс ОСЦПВ або Зелену карту.

If there is no policy, or it has expired

Driving in Ukraine without motor liability cover is an offence, and the register is the thing the police and МТСБУ read. If the check came back empty because there genuinely is no contract, the fix is one form.

What it costs, with the date we measured it: car insurance prices in Ukraine. Leaving the country needs a separate certificate: Green Card cover. Not a Ukrainian resident, or a car on foreign plates: insurance for foreigners.

Questions and answers

How do I check if a Ukrainian car is insured?

Open policy.mtsbu.ua, the register of the Motor (Transport) Insurance Bureau of Ukraine (МТСБУ), choose a date and search by registration number, policy number or VIN. It is free and open to anyone. By law the check must show three things: whether the database holds a contract covering this vehicle on the date you chose; which insurer concluded it; whether the contract carries Article 13 features and/or restrictions on how the car may be used (Article 8(2) of Law No. 3720-IX).

Can I check a Green Card there too?

Yes, if it was issued by a Ukrainian insurer: search by the 8-digit certificate number without the series. A card bought from an insurer in another country is not in the Ukrainian database — the record is entered by the insurer that concluded the contract (Article 11(3) of Law No. 3720-IX) — so check that one with the insurer named on the document.

Will the Ukrainian border guard look up my foreign Green Card in this register?

Usually not. The technological schemes of Luzhanka (to Hungary), Diakove (to Romania), Uhryniv and Hrushiv (both to Poland) have the border guard check the insurance certificate of a car registered abroad by looking at it; the МТСБУ database is for cars registered in Ukraine. Yahodyn, on the Polish border, is the exception: its scheme has the plate entered into a system linked to the МТСБУ database, and a car with no record goes to a second line of control — though Yahodyn has taken no passenger cars since 27 June 2022. Either way, the card you show has to carry UA, not crossed out. Schemes read on dpsu.gov.ua on 7 October 2026.

The register says my new policy does not exist. What now?

Check the format of what you typed and the date you chose first. If both are right, the record may not be in yet: the insurer enters it before or during conclusion, once the premium is paid in full, and the contract is in force no earlier than that record (Article 11(3) of Law No. 3720-IX). МТСБУ does not publish how long that takes and neither do we. If the start time has passed and there is still no record, the contract is not in force — contact the insurer named on the policy.

Does the check show when the policy expires?

No. The open check answers about the date you chose and does not show the expiry date — it opens three things only (Article 8(2) of Law No. 3720-IX). The expiry date is on the policy document.

Why does TEHET not check the register for me?

Because the answer would then come from the seller. The whole value of the МТСБУ record is that it is independent of whoever sold you the policy, so the honest thing is to send you to the register rather than to repeat what it says.

МТСБУ's register and check page were read on 17 September 2026; the statutory references are to Law of Ukraine No. 3720-IX. TEHET is an insurance intermediary and does not operate the register. The border answer comes from the crossings' technological schemes on dpsu.gov.ua: Luzhanka scheme (in Ukrainian), Diakove scheme (in Ukrainian), Uhryniv and Hrushiv schemes (in Ukrainian), Yahodyn scheme (in Ukrainian), read 7 October 2026. Page reviewed 7 October 2026.
