Green Card insurance in Ukraine: price
Green Card cover bought in Ukraine started at ₴704 for 15 days when we measured it on , and the price depends mainly on the zone and the term (at ORANTA, also on the car’s year — see below). Cover starts at 00:00 of the next calendar day, so it can never begin today.
The calculator is in Ukrainian, and a non-resident buying one does not have to supply a patronymic — what a non-resident needs at checkout.

Europe zone
The European countries of the Green Card system, including Poland, Germany, Romania, Hungary and Azerbaijan. This is the zone almost everyone needs. The certificate covers 43 countries in total; the Ukrainian country list names each one and what to expect at its border — країни дії Зеленої карти.
| Term | From | Dearest | Per day | Offers |
|---|---|---|---|---|
| 15 days | ₴704 | ₴1,232 | ₴47 | 6 |
| 1 month | ₴1,387 | ₴2,061 | ₴46 | 6 |
| 2 months | ₴2,685 | ₴3,893 | ₴45 | 6 |
| 3 months | ₴3,904 | ₴6,101 | ₴43 | 6 |
| 6 months | ₴7,102 | ₴11,975 | ₴39 | 6 |
| 1 year | ₴11,752 | ₴16,800 | ₴32 | 6 |
One insurer prices by the car's age: in our calculation on , ORANTA quoted ₴10,577 for a year in the Europe zone for a passenger car made in 2022 or later, against ₴11,752 for older cars. The other insurers we checked charged the same for a new and an older car — Зелена карта на нове авто. For 15 days the same car was ₴634 against ₴704 — for a new car, the lowest 15-day price among the insurers in our calculator that day. Open the calculator for a 2022+ car, 15 days.
Moldova and Azerbaijan zone
A narrow zone covering only those two countries. Noticeably cheaper on long terms, not on short ones, and not valid anywhere else in Europe. Read the offer count before the price: this zone returned 2 offers per term in this sweep, so «from» here describes one insurer rather than a market.
| Term | From | Dearest | Per day | Offers |
|---|---|---|---|---|
| 15 days | ₴775 | ₴955 | ₴52 | 2 |
| 1 month | ₴1,141 | ₴1,461 | ₴38 | 2 |
| 2 months | ₴1,551 | ₴1,987 | ₴26 | 2 |
| 3 months | ₴1,917 | ₴2,457 | ₴21 | 2 |

Buying a longer term to be safe is not the saving it looks like
Common sense says a longer policy is cheaper per day and a fortnight is therefore the expensive way to buy. The measurement disagrees. Per day of cover in the Europe zone, the short terms ran ₴39–₴47 all the way from 15 days to 6 months, and only the annual term dropped — to ₴32 a day ().
So buying three months for a two-week trip mostly buys unused days at the same daily rate. Buy the term you need; the annual term is the only one that changes the arithmetic, and it only pays off if you will actually be crossing borders for most of a year.
The policy is sold by term, never by day. The per-day column divides the price by a nominal length — calendar months are not all thirty days — so it is a comparison aid rather than a rate.
It starts tomorrow, not today
Cover begins at 00:00 of the day after the contract is registered with МТСБУ, which makes the next calendar day the earliest possible start date. Nothing about this is a processing delay you can pay to skip, and no seller can backdate a policy.
Since 12 May 2026 this has teeth at the border: МТСБУ states that the єЧерга queue system checks the register itself and automatically cancels a booked crossing slot when there is no valid cover or the contract has not yet come into force. A card bought at the queue is a cancelled booking.
МТСБУ, read 17 September 2026: МТСБУ — українська «Зелена картка» чи іноземне прикордонне страхування; МТСБУ — єЧерга автоматично перевірятиме наявність Зеленої картки. The Ukrainian page on the start date goes further: з якого дня діє Зелена карта.
What happens without one
- At the Ukrainian exit: you do not leave. Driving a Ukrainian-registered vehicle out to a Green Card member state without a valid international contract is prohibited, and the border service does not let the vehicle through — it is returned from the crossing point rather than fined. Article 7(3) of Law No. 3720-IX and Article 9(4) of Law No. 3720-IX.
- Abroad: a fine set by that country, not by Ukraine. МТСБУ warns that foreign authorities may impose a penalty «of approximately €1,000». That is МТСБУ's own estimate rather than a rate from anyone's statute, and it is quoted here as an estimate for exactly that reason. Each country's own rule is on the Ukrainian page below.
- A foreign border policy is not a substitute. МТСБУ states that without a valid Ukrainian card the exit is refused even when a foreign border insurance policy is held.

What to do next
- Decide the zone. Anywhere in Europe means the Europe zone; the narrow zone is only worth considering for Moldova or Azerbaijan on a long term.
- Decide the term, and buy at least a day before you travel — cover starts the next calendar day.
- Get a quote and pay by card. The certificate is electronic and МТСБУ says that form is recognised across the system.
- Confirm it is in the register before you set off — how to check a Green Card in the MTSBU register.
Driving inside Ukraine needs the domestic policy instead, and its price works differently — what car insurance costs in Ukraine.
Questions and answers
What is a Green Card and do I need one?
It is the international motor liability certificate recognised across the Green Card system. You need one to drive a Ukrainian-registered car out of Ukraine: leaving the country without valid international cover is prohibited, and the border guard turns the vehicle back rather than fining it (Article 7(3) of Law No. 3720-IX, Article 9(4) of Law No. 3720-IX). Ukrainian OSCPV does not work abroad, and a Green Card does not replace OSCPV inside Ukraine.
How much does a Green Card cost in Ukraine?
From ₴704 for 15 days, measured on 12 October 2026. In the Europe zone a fortnight started at ₴704 and a year at ₴11,752. The price depends mainly on the zone and the term — not on the city the car is registered in, which is the opposite of how OSCPV is priced. One insurer, ORANTA, also prices cars built in 2022 or later lower — details on this page.
Can a Green Card start today?
No. The earliest start date is the next calendar day: cover begins at 00:00 of the day after the contract is registered with МТСБУ. Buying it today is right and necessary — the constraint is the start date, not the paperwork. From 12 May 2026 the єЧерга border-queue system checks the register itself and cancels a booked crossing slot when there is no valid cover, so a card bought at the queue is a cancelled booking.
Is a fortnight the expensive way to buy?
Less than people assume. Per day of cover, the short terms in the Europe zone ran ₴39–₴47 from 15 days to 6 months, and only the annual term dropped, to ₴32 a day (12 October 2026). Buying three months for a two-week trip mostly buys unused days at the same daily rate. The policy is sold by term, never by day; the per-day column is a comparison aid and the terms are not all the same nominal length.
Which zone should I buy?
Europe: The European countries of the Green Card system, including Poland, Germany, Romania, Hungary and Azerbaijan. This is the zone almost everyone needs. Moldova and Azerbaijan: A narrow zone covering only those two countries. Noticeably cheaper on long terms, not on short ones, and not valid anywhere else in Europe. A specific country inside the Europe zone changes nothing about the price.
My car has foreign plates. Do I buy a Ukrainian Green Card?
No. A card is issued by an insurer in the country the car is registered in. Entering Ukraine you need either a Green Card from your own insurer that is valid in Ukraine, or a Ukrainian OSCPV policy covering the whole stay (Article 7(1) of Law No. 3720-IX and Article 9(3) of Law No. 3720-IX). Our foreigners page covers that case, including the short terms the law allows for a car temporarily in Ukraine.
Is an electronic certificate accepted?
МТСБУ states that the electronic form of the certificate is officially recognised in every country of the Green Card system (read 17 September 2026). МТСБУ has also warned about forged PDF certificates emailed after purchase on discount sites — a forgery is not in the register, so the register is where to check.
Prices were measured on through the same calculator customers use, for one standard passenger-car profile, and insurers change tariffs without announcing it — treat them as a measurement with a date, not as an offer. TEHET is an insurance intermediary: the contract is concluded with the insurer you choose and that insurer's terms govern it. The pre-contract disclosure is at insurance information (in Ukrainian).
