Car and border insurance in Ukraine for foreigners

If the car is registered in Ukraine, yes — a non-resident can buy compulsory motor liability cover (OSCPV, «автоцивілка») online, at the same price a Ukrainian pays, with a foreign passport and no Ukrainian tax number. If the car is on foreign plates, it needs Ukraine's border insurance, bought before the crossing — we arrange it on request, priced for your car and your dates.

In short

• A car on foreign plates without a Green Card valid in Ukraine needs a Ukrainian OSCPV policy concluded before it enters Ukraine. (Article 7(1) of Law No. 3720-IX)
• At the border the driver shows a Green Card valid in Ukraine or a Ukrainian policy covering the whole stay; without one the car is not let in. (Article 9(3) of Law No. 3720-IX)

• Where to buy it online: on TEHET. For a foreign-registered car a manager, not the calculator, arranges it: send the VIN, the engine size and the date you cross, and the manager gets the insurer's price and issues the electronic contract before you enter. Foreign plates: what you can and cannot buy in Ukraine

TEHET is a Ukrainian insurance intermediary. For a car registered abroad, this is the whole answer as of 7 October 2026:

• Ukrainian OSCPV for your stay — yes. From 15 days, bought before you enter Ukraine (Article 7(1) of Law No. 3720-IX). We arrange it on request: the insurer prices it for your car and your term, and we add nothing on top. We have not measured that price ourselves, so no figure on this page is a price for foreign plates.
• Our online calculator — no. It prices Ukrainian-registered cars only, so foreign plates go through the request form.
• A Green Card for a foreign-registered car — not in Ukraine. It is issued by an insurer in the country where the car is registered (Article 9(2) of Law No. 3720-IX). We do not sell one: a Ukrainian Green Card is for a Ukrainian-registered car.
• Nothing at all — if your own Green Card covers Ukraine (the UA code is not struck out) for the whole stay (Article 7(1) of Law No. 3720-IX).

UA crossed out on my Green Card

UA is crossed out on my Green Card. Can I enter Ukraine? Not on that card. Ukraine's law recognises a Green Card only in the countries that are listed on it and not crossed out (Article 6(1)(2) of Law No. 3720-IX), so a card with UA crossed out does not cover Ukraine, and without cover the border guard does not let the car in (Article 9(3)). You need a Ukrainian compulsory motor policy (OSCPV) for your stay — from 15 days — concluded before you reach the border (Article 7(1)). Find the field of country codes on your Green Card and check that UA is there and has not been crossed out. A crossed-out code means the card does not cover Ukraine. If UA is crossed out, or there is no card at all, either ask your own insurer for a new card that covers Ukraine, or take out a Ukrainian contract before you reach the border. Car registered in Ukraine: buy online

Not being a Ukrainian citizen is not a problem. Our checkout is in Ukrainian only, so here is what to look for:

1. Open the OSCPV calculator and enter the Ukrainian plate number. You will see offers from several insurers side by side.
2. At checkout, tick «Я іноземець (нерезидент України)» (“I am a foreigner”).
3. Choose your document. For non-residents the form offers: ID card («ID-картка»), international passport («Закордонний паспорт»), foreign national's passport («Паспорт іноземця»).
4. No Ukrainian tax number (РНОКПП) is needed. Enter your phone in international format. Date of birth and a street address for the contract are required.
5. Pay by card — it does not have to be a Ukrainian card. The policy is electronic; there is nothing to collect.

Some insurers do not take non-residents online. For Арсенал Страхування, Княжа, Універсальна, PZU the non-resident option is switched off in our checkout — pick one of the other offers.

Online OSCPV is sold for one year and for passenger cars only. A Green Card for travel abroad can also be bought online, and a non-resident does not need to give a patronymic for it — Green Card calculator.

What it costs, and what residency does not change

The tariff is built from three things: the engine class, the territory the car is registered in, and the driver's age. Your citizenship and your residency are not inputs to it. So a non-resident sees the same prices as anybody else — the only difference non-residency makes is that some insurers will not complete the sale online.

• From ₴1,993 a year, anywhere we measured. The lowest figure across 41 cities on 12 October 2026 — a small engine registered in a small town.
• From ₴3,818 a year in Київ. Same sweep, smallest engine class. A car registered in a big city costs more than the same car registered in a small one, and nothing else about it changes.
• Green Card from ₴704 for 15 days. Europe zone, measured 12 October 2026. This is the separate certificate for driving a Ukrainian-registered car out of Ukraine.

Car registered abroad: what the law requires

• Cover before you enter Ukraine. Under Law No. 3720-IX, Article 7(1), the person who temporarily brings a car into Ukraine is responsible for insuring it, and must do so before entering — unless the car has a Green Card that is valid in Ukraine.
• Checked at the border. Article 9(3): the driver of a foreign-registered car must hold, for the entire stay, either a Green Card issued by a foreign insurer or a Ukrainian OSCPV policy. Without one, border guards do not let the car in.
• Short terms are allowed for your stay. Article 11(7): a standard Ukrainian policy runs for six months or a year, but a car registered abroad and temporarily in Ukraine may be insured for 15 days, 21 days, 1 month, 2 months, 3 months, 4 months, 5 months. The rule follows the car's registration, not the driver's citizenship — a Ukrainian living abroad who drives home on EU plates gets the same terms: Додому з Європи на іноземних номерах.
• Electronic only. Article 11(1): an OSCPV contract is concluded in electronic form only.

In short: a Green Card from your home insurer that covers Ukraine is enough. If you do not have one, get a Ukrainian policy for the time you will spend here before you reach the border.

Border insurance, Ukrainian style. What to do next
